Was the Los Angeles-San Fernando Valley Commuter Train Crash an Act of Terrorism?

In Los Angeles the Metro Rail Commuter Train collided with a freight train and killed a number of people. Supposedly the Metro Rail engineer ran a red signal light on a piece of track that is shared with freight trains, what followed next was the worst rail car accident in over a decade (in the number of deaths). It was interesting that the crash investigators were so quick to assign blame, as if it was a simple cut and dry case. One has to wonder was this an Act of Domestic or International Terrorism?
